What It Is
The TSCP Aviation Hierarchy defines how aviation identities, certificates, and trust frameworks interoperate securely across borders and jurisdictions. Through the TSCP Aviation Bridge (ICAO ACCP / IATF), aviation stakeholders achieve ICAO-aligned trust without centralizing authority or compromising local governance. This hierarchy supports secure, verifiable identity and cryptographic interoperability across civil aviation operations worldwide.

How the TSCP Aviation Bridge Works
Trusted interoperability is achieved by connecting locally governed aviation trust domains through standardized policy and assurance alignment:
Local trust establishment
A State or organization establishes a Trust Framework Instance (TFI) with its own governance, policies, and issuing certificate authorities.
Trust publication:
The TFI’s trust anchors and assurance metadata are published in the IATF Trust List (TL) and Trust Interoperability List (TIL).
ICAO policy alignment
The TFI maps its certificate policies to ICAO requirements using the Aviation Common Certification Policy (ACCP) and the TSCP Common Core Policy Baseline (CCPB).
Global validation:
Aviation partners worldwide use the TL and TIL to validate certificates and enable trusted identity and cryptographic interoperability across borders.
Assurance equivalence mapping
The TSCP–IATF Bridge performs policy and assurance alignment using the Assurance Equivalence Matrix (AEM).
Last mile:
Customers can export key outcomes (onboarding decisions, lab results, compliance artifacts) and apply Trust Seals so third parties can verify validity without joining the portal.
