Aviation Hierarchy (IATF)

Enabling Trusted Identity Across Global Aviation

What It Is

The TSCP Aviation Hierarchy defines how aviation identities, certificates, and trust frameworks interoperate securely across borders and jurisdictions. Through the TSCP Aviation Bridge (ICAO ACCP / IATF), aviation stakeholders achieve ICAO-aligned trust without centralizing authority or compromising local governance. This hierarchy supports secure, verifiable identity and cryptographic interoperability across civil aviation operations worldwide.

Customer Outcomes

  • Organizations can trust certificates across borders without everyone inventing their own rules or relying on a single central authority.
  • Onboarding and interoperability become repeatable - you know what is trusted, under which rules, and how it was validated.
  • When a partner, regulator, or auditor asks 'How do we know this is valid?', you can provide click-to-verify proof (Trust Seals).

How the TSCP Aviation Bridge Works

Trusted interoperability is achieved by connecting locally governed aviation trust domains through standardized policy and assurance alignment:

Local trust establishment

A State or organization establishes a Trust Framework Instance (TFI) with its own governance, policies, and issuing certificate authorities.

Trust publication:

The TFI’s trust anchors and assurance metadata are published in the IATF Trust List (TL) and Trust Interoperability List (TIL).

ICAO policy alignment

The TFI maps its certificate policies to ICAO requirements using the Aviation Common Certification Policy (ACCP) and the TSCP Common Core Policy Baseline (CCPB).

Global validation:

Aviation partners worldwide use the TL and TIL to validate certificates and enable trusted identity and cryptographic interoperability across borders.

Assurance equivalence mapping

The TSCP–IATF Bridge performs policy and assurance alignment using the Assurance Equivalence Matrix (AEM).

Last mile:

Customers can export key outcomes (onboarding decisions, lab results, compliance artifacts) and apply Trust Seals so third parties can verify validity without joining the portal.

Aviation Governance Alignment

Governance & Oversight

The TSCP–IATF Bridge operates under a structured governance model that ensures aviation trust remains consistent, auditable, and globally aligned.

Governed by:

  • TSCP Aviation Policy Management Authority (A-PMA)
  • TSCP Federated Policy Management Authority (FPMA)
  • ICAO trust alignment requirements, including ICAO Doc. 10169 ACCP and ICAO Doc 10204 MAIS

This governance framework ensures:

  • ICAO policy equivalence across participating TFIs
  • Assurance consistency across regional and organizational trust domains
  • Cryptographic compliance with aviation security requirements
  • Transparent certificate lifecycle oversight
  • Global operational interoperability across civil aviation systems

Membership & Working Groups

Working groups are how the Aviation Bridge evolves without trust drift and how members close the last mile for their environment. Paid membership (by tier) includes defined seats and access to outputs (drafts, decisions, published artifacts).

  • Technical Working Group: profiles, interoperability requirements, lab test suites, PQC readiness
  • Policy Working Group: operating rules, policy equivalence, assurance statements, change control
  • Legal Working Group: operating agreements, participation terms, NDA gating, reliance language

What Is Included in the Aviation Line

  • TSCP Aviation Root (governance anchor and trust publishing)
  • TTSCP Aviation Bridge CA (ICAO ACCP / IATF Bridge)
  • ACCP-aligned certificate policies and certificate profile constraints
  • Trust Framework Instance (TFI) mappings
  • Assurance Equivalence Matrix (AEM)
  • IATF Trust List (TL) and Trust Interoperability List (TIL)
  • Interoperability test lab for TFI onboarding and pre-production validation
  • Member portal for guided onboarding, lifecycle support, and artifact/evidence export

Together, these components form a complete, governed aviation trust hierarchy.

Built for Global Aviation Confidence

The TSCP Aviation Hierarchy enables trusted collaboration across aviation stakeholders while respecting national sovereignty and organizational governance. It delivers a scalable, ICAO-aligned framework that supports secure operations today and future aviation technologies tomorrow.

Get Started

  • Request membership and portal access (NDA + provisioning).
  • Schedule a TFI onboarding session (governance + profile alignment + AEM mapping).
  • Submit an interoperability lab request (certs/scripts/configs) and receive sealed results.
